Will this fit in low profile pci express 1 slot? I have a hp elite 8300 SFF desktop.

This card is small widthwise, height wise and lengthwise. It was deigned to fit into smaller cases and smaller motherboards that generally cut off standard PCI slots and use PCIE in lieu of them. I am not familiar with that particular model from HP, but I have seen this card used in other slim cases from a few manufacturers.

Yes, with the old 2006 drivers it ships with, it has a nice graphic interface and easy to switch audio mods. DTS sounds great, and even better with headphones. However, the newer drivers from Sound Blaster block its use. Soundblaster obsoleted this model via software update. Look at the X-Fi Titanium, or Recon3d or newer models instead. The newer models are still supported by the manufacturer. Asus makes a few models about the same price, and won't use dirty driver updates to force you to upgrade. I now have an Asus Essence STX with built in headphone AMP and real capacitors, and much more volume and sound quality over this Xfi

Will the optical input receive 5.1 signal and if so is there any lag?

Never tried it, and not even using the card anymore, since after Win XP, the OS won't even access the hardware directly anymore.

Is compatible with hpe gen9 ml30 server?

What OS. Did not have any drivers for Windows 10 64-bit.
