The trains stopped working with new batteries less than a week later. We can press the on button, the whistle will play as if it's going to work?

I found that the if you are using rechargeable type batteries, the trains don't always work. If you are using the .regular type batteries which are new and the problem happens, I would call the company.

Yes my niece has a low pile rug and it worked fine.

I received this as a gift, off Amazon, it came missing a couple parts. Also, the initial track setup option is physically impossible to make.

I recommend to contact Amazon. As far as the set up my son in law did it.
