Q: Is this "PAINTERS tape," which is what I was searching, or just MASKING tape? Safe to use on walls and other surfaces & peel up without damage?

It wouldn’t seal an edge like painters tape does. Didn’t damage what I stuck it on but can’t be sure about that.

Q: Will these stick to a hard plastic storage bin?

Not very well. This tape does not have lasting sticking power.
